I have got 421 marks in neet and air is 109000 and obc(3A) rank is 47000 can I get a seat in govt qouta in a private college like vydehi?

You have scored good marks. And according to obc category cutoff, it is a good score and above the required cutoff.
you may get a seat through govt quota, but make sure you apply for both govt quota and state quota couseling. you may get better college than that.
