I have got seat in first counseling but im not satisfied with that college now should i need to pay the registratin fee again for second

no you dont need to pay the registeration fees again for the second counseling if you dont like the college which has been alloted to you in first round then you can leave it without locking the seat. amd take part in second counseling without paying any of the fees. all the best have a great future ahead.
