Yes, a candidate from any state can give psc exam in other state if you are eligible as per the details mentioned in notice.
As per artical 16 of the constitution equality of opportunity is matter of public employment there should be no discrimination on grounds of religion,race,caste,place of birth and residence.
As per article 19 of the constitution of india you are free to work, settle anywhere in india.but some states require to give exam in there language like as you talk about upse exam which is conducted in hindi and also some restrictions in some state so read the notification and rules and regulations of the corresponding PCS carefully before applying in it.

Yes u can give any state entrance examination...But if u give other state examination then ur selection will done on the basis of All India Quota cut off rank...Hope u got the point..
