No, not at all. See if you are not satisfied from your current college then you have a right to change according to your requirements. When you withdraw your admission you will get a form from college asking you for the documents you have submitted and it will be given to you after submission of that form.

Note that migration certificate will also be given to you at the time of admission withdrawal which you have submitted at the  time of admission and there is noo need to complete that particular from that college in which you are not feeling comfortable.
