I want to go for upgradation in Mop up round of Madhya Pradesh state counseling. So do I have to submit seat leaving bond and rural bond to the current college right now or have to submit after getting college in mop up round?

If we talk about Madhya Pradesh State NEET Counselling then Upgradation is not allowed after Round 2
If you got ant Seat in Round 2 of Madhya Pradesh State NEET Counselling and you have submitted the documents and joined the College then you can not leave your Seat now. Upgradation is not Allowed after Round 2.
For Mop-up Round Counselling, Only those Candidate can Register, who doesn't got any seat in Round 1 and Round 2 of Counselling. Candidate needs to do fresh Registration in Mop-up Round Counselling.
