If non of the colleges are alloted through mht CET for cap round 1 and if I want to go for second round should I report ARC

You dont need to report ARC again.
You shall be automatically allotted colleges in following upcoming CAP roubds if you qualify cutoffs.
You shall be notified and only then should you oay fees and reserve your seats.
