Hello,
As long as you have clear all your backlogs and have successfully completed graduation from a recognized university, you fulfill other criteria as prescribed by authority like in terms of age factor or if it has specific aggregate requirement, you can definitely appear for government exams, if you're appearing for any government exams which have interview process then you may be asked about this for which you have to be ready to provide a satisfactory honest, but other than it's nothing much to worry about since it's already in the past and there is nothing much you can do to change it, and remember that before reaching interview stage of any exam, you will have to qualify its prior stages, hence you should be confident in your abilities.
Hello, For government jobs there is no par on number of times you have attempted a subject ,they only require to have finished your degree with a minimum percentage. Also you should be able to convince the board that those failures wont held you down and you would give your best. All exams do have a age limit but they don't specify within how many years you should have completed your degree.
Best of luck.
