To attain a seat in a government college, a candidate is required to score a minimum of 450 marks in NEET. Although you haven't mentioned your category so its quite difficult to answer your question but I will try my best,If you belong to general category then you might not get any government seat but you can get private seat but if you belong to reserved category then the SC/ST/OBC cut-off score was 146-113 , you might have a chance to get government seat .

400 marks in general category to be honest u wont get a govt. College….you can still try for private colleges …but if you're a fresher just did 12th i suggest u drop 1 year and prepare for neet -2020.
400 score is a decent score to get a MBBS admission in the NEET Counselling under a private college.
If your score is 400 or 400+ then you should apply under Deemed University counselling which is conducted by MCC.
Then you can attend the KEA counselling which is Karnataka state counselling body. They allow even non Karnataka candidates to take part in the counselling.
Yes you can take part in your state counselling too and should be able to get a seat.
