in 4th year of btech ece, does syllabus gets reduced, if someone wants to prepare for govt.exams, will he get enough time?

Yeah you can start preparing for any competitve exams from mid of 6th semester because at that time period is for doing internships and making projects. Many students start their preparations from 6th semester.
