Is it possible that I get selected in IIT Roorkee under different departments at a time on COAP?

Hi ! It is possible. If you are from a department and you may get into an another department. So if you have a different department apart from your stream then just go for it because ultimately it's IIT Roorkee and it has immense dignity. So hope you understand and best of luck to you.
