Yes he is. If any candidates has passed his/her 10+2 in year 2017 then he is eligible for JEE Mains 2019. You can attempt 3 times JEE Mains and only two time JEE Mains. Once while appearing in 10+2 and 2nd after passing 10+2. Where as you can attempt jee mains 3 times.
