Hi Aspirant,
Almost all the colleges doesn't mention hostel fees in degree fees. So if the statement is written like this Rs XXXXXX per year for 5 year BA LLB program, then it surely is just the tuition fees only. However you can verify that by contacting the college. Hostel and Mess fees are mostly taken separately since there might be some local students who doesn't wish to stay in hostel.
