I hope you are asking about AIQ counseling cut off marks for government college as you haven't mentioned any state. Last year cut off ranks for SC category student in AIQ counseling for govt mbbs college was AIR 81121 ( 520-530 marks) approx.

So there is almost no chances to get you seat at 400 marks in AIQ counseling for sc category. You will have to score minimum of 530+ marks to increase your chances of getting govt mbbs seat in AIQ quota.
