Yes, he may prepare a gap certificate for the NEET counselling.
However, given the number and types of documents that are accepted during All India Quota counselling or State Quota counselling, the grade 12th mark sheet itself acts as the gap certificate. That information itself is sufficient for the counselling authorities to conclude whether the student has taken a gap or not.
