Yes, he may prepare a gap certificate for the NEET counselling.

However, given the number and types of documents that are accepted during All India Quota counselling or State Quota counselling, the grade 12th mark sheet itself acts as the gap certificate. That information itself is sufficient for the counselling authorities to conclude whether the student has taken a gap or not.

Yes you have to provide a gap certificate. This certificate is just a proof that you did not get admission in some other course or get involved in some unlawful activities.

Considering that your brother had completed his 12th grade in 2013 and did not pursue any course in between, he will be eligible for the NEET exam.

After he qualifies NEET, during the counselling, he will require to show his 12th grade mark sheet, while serve as the 'gap certificate'.
