My clat rank is 3514(gen) at 126.25 marks, what are my chances to get into an nlu (3rd tier)
The 2019 cut-off has not been declared by National Law Universities yet but we can get a rough estimate from previous years' cut-off trends as that plays an important factor for deciding the cut-off every year.
If you see the 2018 cut-off data, you will find that the last rank to be considered was 1588 in MNLU Aurangabad among all the NLUs. The cut-off doesn't change much each year.
Your chances of getting an NLU are very slim, almost highly unlikely, as the cut-off is not expected to go above 1600 rank for any of the NLUs for general category students.
I would suggest you to consider other universities or private universities as there you have better chances.
