my crl rank is 86000 and ews rank is 14000 can I get any iiit ?

See at Present it seems diffcult for you to get a seat in any IIITs with this rank, since they offer a usual very higher cutoff. Also there is no HS quota concept in IIITs so, it may not help you either.
