Considering your marks which is 230/720 and that you're from the UR category as you haven't mentioned your category, your chances of getting a government seat in MBBS or BDS is low even with 85% State Quota. Last year's closing rank for WB's government MBBS seats under State Quota was for Murshidabad Medical College and Hospital, Murshidabad at the rank of 29395 with marks 481. Only if you're from the ST category, do you stand a small chance in some colleges under State Quota.

Depends on the college you approach. It is too expensive though.
