MY percentile in JEE Mains is 89.89 which is near but lower to the cutoff 92.37 as I am a general student. Can I apply for JOSAA Counseling (even if I didn't get a seat can I just apply or not?)

90000 and and the cutt off rank was about 40000
And cut off percentile was around 92
That means you have not made it through JEE mains and you cannot attend the counselling as well

Now, coming to your question,according to the rules, yes you can apply for jossa counselling and get a chance to select their choices in NITS, IIITS, GFTIS, and those who clear jee mains and jee advanced they get a chance to select their choices for IITS.Since you have secured a pretty good percentile so there are many more private colleges in which you can be eligible and checkout. Yes, with 89.89 percentile in JEE Mains 89.89 you can apply for the JoSAA counselling, but as you have mentioned in the question itself that you will not get a seat. 90.3765335 percentile is that score that makes you eligible to appear in JEE Advanced, that's all.
