If you want to prepare for both you can go ahead, the syllabus of OTA consists of General Knowledge and English, each consists of 120 questions for 100 marks, so total marks is 200, the language paper is bilingual and exam is conducted for two hours.
The best part about OTA and SSC CGL is both the section aforementioned comes in SSC CGL as well, in addition to this there are quant and reasoning section. If you want to prepare for both exams , you have to balance it out. For English section, the best book is Wren and Martin for Grammar, Word power made easy for vocabulary, and you can use Plinth to Paramount/General English by SP Bakshi for practice and understanding concepts. For General Knowledge, static portion can be covered by books like Lucent' GK, and for dynamic portion it's best to read newspaper on a daily basis,you can read The Hindu or The Indian Express regarding this. You can follow this procedure in case of SSC CGL as well.
When it comes to Quant Section of SSC CGL, you can use any of RK Agarwal's Quantitative Aptitude, M Tyra's Magical book on Quicker Maths, Arihant's Fast Track Objective Arithmetic. In case of reasoning, you can use MK Pandey's Analytical Reasoning, RK Agarwal's Verbal and Nonverbal Reasoning.
First get conceptual understanding and then practice it accordingly, you may find free mock papers at various sites of competitive exams, also go through previous year paper.
