I guess you are a bit confused about how this reservation criteria goes. From this year, there is a reservation of 10% of seats in government sector for candidates who have a poor financial status. This category of reservation is known as the EWS(economically weaker section). As you said, that if there are 250 seats, so 25 are for EWS. It actually goes like this- of the 250 seats, 25 seats are 'only' for the EWS category, reserved for them, no other category can get a seat from this seat pool. And along with this they can still compete for the seats in the general category pool. So you basically get (25+general category seats) open for you.
