Hey, The eligibility criteria for UPSC CSE state that candidates need to be at least 21 years of age as of August 1 of the specific year in which he/she is sitting for the examination. In your case, you need to be of 21 years as of August 1, 2023. As per your DOB, you will not be even 21 years as of August 1, 2023. So, you stand ineligible for UPSC 2023 even if you complete your graduation.

According to the age limit Eligibility criteria for UPSC exam, in order To be eligible for the exam ,you need to be at least 21 years old as on 1st August of the year of appearing for UPSC examination i . e as on 1st August 2023 for UPSC 2023. besides, you have to be graduated from any course to be eligible for UPSC exam. Now, since you were born on 17th December 2003, you will be 21 years old on 17th December 2024 (officially). So, you will be eligible to give UPSC exam after 2024.
