The minimum qualifying marks for NEET 2019 are as follows -
For Unreserved category - 50%
For OBC/SC/ST - 40%
For PWD - 45%
The percentage is the minimum aggregate marks for PCB subjects.
Along with the above, you should also have English as one of your core subjects and your board must be a recognized one.
So, according to your PCB percentage, it seems that you are eligible for sitting for the exam.

You can definitely sit for the exam. But your academic scores will matter when you go for admissions in any college. You've a decent score in class 10th but a little less than what the top colleges want. The cutoff for appearing in the exam is 50%. So you can definitely sit for the exam.
