97.74 percentile means nearly more than 2.26 percent students score more than you and your rank comes out to be more than 20 thousand according the January strength if total students increase in April exam it will be more than 20-25 thousand .( As this is only predicted rank it will vary accordingly).
So you have to wait till exact ranking which will come after April results.
But with this reference I think you will not get cse in good NIT with this rank.( Depending upon your category and state) ( You can check previous year's cut off for specific college ).
So I would suggest to score more in April exam and secure 99-100 percentile marks.

YES you can get admission in CSE depending on your rank but always there is a risk in getting into CSE stream because of the tough competition and its better future scope. its a branch that fills out first in almost every college.

The official rank of the exam will be released by NTA after the conclusion of the April session of the exam. You could predict your current rank using this formula:
JEE Main 2019 rank (probable) = (100- NTA percentile score ) X 874469 /100

You can get NIT in CSE department.
You able to get medium level NIT based on your percentile if you are from general category.
If you are from OBC category than you have relaxation in the percentile score.
With help of home state quota you able to get your state NIT in CS department.
