No, HPCET will not help you take lateral entry admission to the second year.
I would advice you to please contact the university you are applying to for more information. Because, as of now, we have no idea as to which college you are aiming to study in.

No, u can't get admission by this way. HPCET is for 12th passing students. Not for diploma to degree students.
