They will start soon. Keep visiting the official website regularly to check any upcoming notice or information.
The rank range completely on the college so i can't say from my part. It depends on your rank. if your rank is in the range then they will give you an admission for sure. They haven't given any details for the rank cutoff even. So it's just like hit and trial.
Apply for more than one college. Keep a security option and don't risk your career.
