when the mop up of wbjee 2019 will start? my rank is 34510, can i get any college in mop up round?

Greetings Samiran,
Only the eligible students thoose who have attended the Counselling procedure will be eligible to attend the mop up round.
According to your rank if you are General then your chance of getting Govt colleges is low but if not General then you are surely getting the Government colleges and also good Private colleges as well even if you are not General.

You need to check the site regularly as notice will be posted on the site.It is expected that it may start from 2-3 days after the 3rd round of counselling. Now notice will be there wether it is going to happen or not.
