when we accept the allotted seat .. and get joind in the college where we got seat after paying fees ... if we get good opportunity in other colleges does they return our fee money back..?

After paying the fee and joining an institute for a particular course, you can apply for up gradation in subsequent rounds of counselling. If you get an up graded college of your choice and preference by attending the counselling, your fees may get adjusted there after. But if you decide to leave a seat for another college, you will have to pay the full fees for the entire course before you do that.
