Will there be any change in college fees for second round of counseling in kcet

NO, the college fees are the same for any number of councelling round. It it applicable for any college you apply for. Its all that if one doesnt gets admission then the councelling fees is no more with the person but yes the change in fees of college is not there.

No , the college preference can be changed only if you apply for the spot councelling process.
