The Discom losses, which had gradually decreased in the first couple of years (after the launch of UDAY), have bounced back in 2019 to nearly twice the losses reported the previous year.

The sum of the discoms' outstanding debts to power gencos (power generating businesses) increased by 48% to Rs 81,010 crore in October 2019, according to the PRAAPTI (Payment Ratification And Analysis in Power Procurement for Bringing Transparency in Invoicing of Generators) portal.

Launch

In November 2015, the program's announcement was made by Piyush Goyal, the then-Minister of State (IC) for Power, Coal, and New and Renewable Energy (now the Minister of Railways and the Minister of Coal). State participation in the programme is optional. The uday system was implemented in Jharkhand as the first state. Gujarat, Chhattisgarh, Andhra Pradesh, Karnataka, Rajasthan, Punjab, Haryana, Jammu & Kashmir, Himachal Pradesh, Madhya Pradesh, Uttarakhand, Telangana, and Assam are other states that have granted their consent in principle.

With the addition of Uttar Pradesh, Bihar, Maharashtra, Tamil Nadu, and Mizoram, there are now 27 states that have joined. The only states that haven't joined it as of November 2017 are West Bengal and Odisha. Mizoram is the 27th state to join this programme out of the 31 states and the UT that have so far joined. On February 28, 2018, Lakshadweep joined the programme, bringing the total number of states and Union Territories covered to 32.

Aims

There are some additional goals set for these power distribution companies, even though the UDAY scheme's primary goal was to assist DISCOMs in getting back on their feet. The scheme's primary goals are:

  • A decrease in overall expenses:

DISCOMs have suffered financial losses as a result of outdated technology and electricity transmission techniques. The programme intends to give DISCOMs access to money and resources so they may invest in cutting-edge equipment and infrastructure improvements that will allow them to significantly lower their energy costs. Their interest payments, which increase their debt, will be reduced due to the significant improvement in the overall quality and effectiveness of operations.

  • Making DISCOMs' finances more logical:

As a debt restructurer, UDAY also seeks to aid DISCOMs with a special strategy. The goal of UDAY is to make all aspects of the system more efficient and to bring about tariff rationalisation. Depending on the situation, it may also opt to raise prices gradually. It seeks to organise the DISCOMs' financial discipline by implementing these new systems and methods.

  • Improve the DISCOMs' operating effectiveness:

The UDAY initiative seeks to increase the DISCOMs' existing operational efficiency levels. It will implement a number of technological and infrastructure improvements, such as the installation of smart meters, which will guarantee the presence of feeder separators. By examining the submitted data, it will also keep a careful eye on how the companies are operating.

  • Create a viable business plan for India's power distribution:

Additionally, UDAY aims to create dependable, long-lasting businesses out of these failing DISCOM entities. The UDAY scheme also intends to ensure that there is no electricity theft and that the total amount of power purchased is utilised effectively. In order for the participating states' DISCOMs to be financially successful and viable, the plan would offer them specific privileges.

Benefits for participating states

The states who have joined up for this programme through UDAY are also given access to some special privileges. Here is a small list of advantages that the states will receive to assist their DISCOMS in becoming self-sufficient:

  1. Increased coal supply.

  2. Rationalized coal prices.

  3. Facilities for coal swapping.

  4. Improving interstate transmission lines.

  5. Transparent bidding for purchasing power.

  6. Coal supply that has been washed and crushed.

Issues encountered

Despite having such a bright future, the Ujwal DISCOM Yojna has come under fire and does have its share of difficulties. The UDAY programme in India has faced the following difficulties: -

  • Since they were ordered to assume a sizable portion of the debt, the DISCOMs' debt has become a burden for the state government. Unfortunately, this only caused the already struggling state governments to bear a heavier burden rather than resolving the financial issue.

  • In the end, the COVID-19 epidemic caused a number of businesses and industries to shut down for months. As a result, there was less demand for the supply, which caused DISCOMS' debt burden to grow again.

  • Future dependence on states by DISCOM as a result of Uday plans could contribute to their financial collapse. There is no assurance that DISCOMs won't encounter issues with the state government.
