Since this year's cutoff has not been declared yet, with a SC rank of 3,150 according to previous years cutoffs and trands, it is unlikely you will be able to get any college. However, you can get admission in -

According to AIR rank you can get NITs, IIITs, GFTIs but you will not get the expected branches like Mechanical,Electrical, ECE,CSE,CE. If you are in any category than you can get IT and other branches. Every year there is different cut offs, which Institute is taking upto which rank it is not possible to predict. Fill up your choice filling in JOSAA and CSAB and wait for the counseling. 

Hi ! First of all there is no chance for you to get a good college along with good branch. Well you might get some 2nd tier college with low grade branches and 3rd tier college with all streams. So the colleges which are possible for you are appear to be nit Manipur, nit Durgapur, nit Jarkhand, nit Sikkim and nit Meghalaya. For IIIT it is IIIT Kurnool, IIIT Kalyani and some minor. Now, coming to your colleges, owing to your SC category, you can expect some new IIIT's to get.

But don't shy yourself away from filling even the dream NIT/IIIT of your choice. As JoSAA allows you to fill as many options you can, so do take that oppertunity.

With the rank you have secured you may not get a seat in IITs or NITs under SC category rank cutoffs.However you should apply for the government and private colleges to geet admission by state quota cutoffs.Instead of waiting for the NIT IIT cutoffs,apply for the other colleges.There are seperate cutoff ranks for home state and other states for all categories.

See it depends upon what you want to study one is the iit and other is Iiit but if you want to study computer science only then you can take Iiit but if you want a lifetime tag of IITIAN and branch doesn't matter a lot( being an IITIAN is a big thing)  then you can join IIT. 

As per your rank and previous year cutoff, the colleges you get are:-

IIIT Pune

Walchand institute of technology,Solapur
