If you want to  acquire the state quota in neet counselling then you should have that state domicile. Only then you can get a seat there in 85% quota on the basis of you marks. In neet it does not matter from where have you passed the 12th or 10th.it is only for the jee. So you can do your 12th class from anywhere in India. You will be considered under the state quota of bihar if you have its domicile certificate.

So as your boards percentage as well as your entrance exam's score both matter equally. As most of you have already got your both results a good score in it will put you at a great advantage.
There are 120 seats (both BA and BCOM) in the Chandigarh campus, 60 each in regional centres. So with a combined rank of 59.55 you seem to have some chances for Ludhiana regional centre and better chances for Hoshiarpur.
But a more accurate estimate can be made after final ranks are out.

As per last year trends a combined score of 70+ would be safe for admission. But this year scores in entrance have been lower so the cut off can be lower than last year

Hello friend here is the full eligiblity details of the llm entrance-

There are three ways to taking up an LLM course . . .

[1] Without any entrance exam - There are many tier-3 and some tier-2 Law Colleges across India, where admission is done on a first-come-first-admitted basis.

No entrance exam. Just meet the minimum criteria in terms of your previous academics and pay the fees. The basic eligibility will be 50% in your LLB. (45% for reserved categories)

Some even have a Distance education LLM programs.

[2] With entrance exam - there are tier 2 & tier 1 colleges that have their own entrance exam and in some states there is a common entrance exam for Law Courses across many participating colleges - tier 2 & 3.

For example, the Andhra Pradesh - AP PGLCET, Telangana - TS PGLCET, Kerala CEE , DU LLM entrance exam etc.

Bulk of the seats are filled through the exams, but there will usually be a ‘Management quota’ of seats with higher fees in private colleges that participate in these common entrance process.

Basic eligibility here is usually LLB with at least 50% or 55% (depending on the institute rules), with some relaxation for reserved categories.

[3] Through CLAT - CLAT is the common entrance exam for the National Law Schools / National Law Universities across India.

Basic eligibility is 55% in LLB (50% for reserved categories.)

At the CAMPUS and at the library, amenities like Wi-Fi and a selection of relevant books and magazines are adequate. The university's infrastructure is excellent and expanding rapidly. The classrooms and labs are immaculately cleaned and well-equipped.

Poornima University the infrastructure available are well furnished room, smart class with letest projector, good available books on library, The hostel facilities are good the fooding is fully veg and good hostel rooms attached bathroom, large eating hall, 4 mini canteen available.

the infrastructure is currently under construction, the lifts do not work so it is an average when it comes to infrastructure. the food is hygienic, wifi does work sometimes, libraries are quite good and spacious.
