Dear Yogesh, you should have completed 17 years of age at the time of admission or will complete the age on or before December 31st of the year of your admission to the 1st year MBBS/BDS Cousre. You will complete 17 years before you are admitted in the course. So you can apply for NEET 2019 and you get a seat, you can join without any doubt.  Hope this helps.

For admission to Animation and design courses various design institutes are available. As per the general eligibility criteria, candiates must have passed 10+2 and they have to appear for design aptitude test to be eligible for admission.
However, criteria vary from college to college. So, kindly mention the college name in which you wish to take admission so I can help you.

If you are asking about Panjab University BA LLB exam then as per the eligiblility for the test General and OBC category candidates must have pass 10+2 with 50% marks from any recognized institute or university and there is 5% relaxation for those who belongs from SC/ST category.
