Historical Background

The Primary Education Act of 1973 included a provision for the establishment of "A" state-level Primary School Education Board. The Board is responsible for exercising

jurisdictional control over the District Primary School Councils. Decentralization and democratization are both goals for the primary education system. (Page 39 of Ashok Mitra Commission, 1992)

The West Bengal Board of Primary Education may be constituted even though the West Bengal Primary Education Act, 1973 West Bengal Act XI, III of 1973, as mentioned above by the Commission, had already been enacted in the West Bengal Legislative Assembly on September 20, 1974. only in 1990, per the Act's provisions.

Actually, it began operating on and as of July 2, 1990. The Act's late implementation was largely due to a number of impediments. With the acquisition of power, the Left Front Government began to work on the Act, making significant but necessary modifications. However, obtaining the Honourable Governor's consent required a lot of time. In actuality, the Hon. The Governor forwarded it to His Excellency the President of India, whose approval took place after a protracted period of several years. But the court case once more proved to be a roadblock. Teachers from the former North 24 Parganas district brought a lawsuit against the aforementioned Act.

In accordance with the revised act, the creation of the Board and the District Primary School Councils was further postponed. The West Bengal Board of Primary Education was finally able to be established on July 2, 1990, with Shri Amal Das, the then Additional Joint Director of the Directorate of School Education, serving as its Part-time Secretary and Prof. Partha De, the former Minister of School Education, as its President. Four areas of education in the State fell under the purview of four such independent Boards as a result of the founding of this Board, which is unmatched in the entire nation in terms of monitoring, development, management, and control of Primary Education in the State.

Vision of WBBPE

Basically, the Board wants to secure the following in order to achieve the objectives of education for all at the elementary level (5+ to 9+ age group under the jurisdiction of Primary Education

• University of West Bengal Board of Primary Education is responsible for overseeing, managing, and controlling all aspects of West Bengal's primary education, according to the West Bengal Primary Education Act, which was first enacted in 1973 and has since been revised several times. The Board asserts its uniqueness on two different counts: The Board is the only organization in the entire nation to have been established and given the exclusive responsibility to manage, monitor, develop, and control primary education in the state. The Board, an autonomous democratically elected body, represents the democratization and decentralization of the entire primary education system in the State, which is perfectly in line with the State Government's professed policy.

Evidently, in order to accomplish them, the Board has thus far effectively implemented the following strategically sound interventions in accordance with the authorities and duties granted to it by the Act (W.B.Primary Education Act, 1973, as modified from time to time).

Policies, Functions And Challenges

However, a summary of the Board's authority, including that granted under the West Bengal Primary Education Act of 1973, is provided below:

• Creating learning competency-based textbooks for primary school pupils and framing the syllabi and curriculum for the Primary Stratum of School Education.

• Giving clearance to the establishment of Primary Schools based on the quota of Schools determined by the State Government.

• Establishing the primary teachers' training institutes' curriculum, syllabus, and courses of study. Recognising primary teachers' training institutes maintained by registered societies without government funding.

• Conducting primary teachers' certification exams.

• Holding Continuous and Comprehensive Evaluation as the school-based evaluation system, an External Evaluation (at the conclusion of Class II), and finally, a Diagnostic Achievement Test at Class IV (to identify learning and competency gaps and ensure remedial teaching and learning) both at the Board level and District level with cooperation from the District Primary School Councils and other district authorities, including the District Magistrate, Sabhadhipati, and Sabhapati of Panchayats implementing extensive teacher orientation programmes based on the need to equip educators to deliver proactive, interactive, and happy instruction.

• Creating course books for various classes in several languages at the primary stage, as well as teacher orientation modules.

• Any teacher or non-teaching staff may be transferred from a primary school under the control of one primary school council to another primary school council.

• Any officer or employee, excluding the secretary and the finance officer, may be transferred from one primary school council to another primary school council, to the board, or from the board to a primary school council.

• Exercising general oversight and control over the work of the primary school councils, issuing directives to the councils regarding primary education, and requesting reports from the councils regarding such matters. Advising the state government on all primary education-related issues referred to it by the state government. Also, its functions include performing other duties.

• School sports: distributing clothing to Dr B. R. Ambedkar State Sports School pupils in Banipur 24 days before the festival and providing scholarships.

• Projects carried out in partnership with national organizations.
