It is difficult to compare two colleges of such stature. Both are equally good colleges, and as you stated about the fee structure so that is more or less the same for both according to previous year just the mess and hostel fees is what differs. Now it depends on what basis are you asking if you want to go for a government college which is also older and has more experienced faculties then GMC is better other than that ACMC is ranked among the top 25 colleges in India. So, it depends on your choice.

Army college of dental science, new Delhi has private ownership, in means the College is private and the admission procedure for the College is entrance examination i.e., via neet. Usually the admission process was being conducted at All India Level through IPU Counselling. From this year, the admissions will be conducted by DGHS through All India Counselling.

Army college of dental science, Telangana is even a private medical college and the admission procedure for the college is via entrance examination i.e., via NEET. Along with NEET application you should fill and submit a separate form to ACDS. Both ACMS and ACDS are for children of defence personnel.

Army college of Medical Science is situated in new Delhi and was established in 2008. ACMS is affiliated to Guru Gobindsingh Indraprastha University.
There is separate allotment of seats for army personnel wards. And separate for other branches , navy, Air Force etc. Under army category last rank to get admission in neet 2019 was 20,000 AIQ and in army defense quota it was around 400000 . Number of seats are only 40.

You need to qualified in neet entrance exam.
Tution fees is 4.3 lakh and seats are reserved for army wards .
You get paid according to the state.

And there are many medical college in Uttar Pradesh which are under government like institute of medical sciences , Benares Hindu university
Dr Ram manohar Lohia institute of medical sciences ,Lucknow king's George medical college, Motilal medical college etc. There are total 14 medical college in Uttar Pradesh .

Defense category 425-155
Based on above analysis you will get a seat in ACMS with 590 marks. However it was cut off 2018 cut off changes every year and depends upon number of candidates appeared and qualified in exam, difficulty level of exam , previous year's cut off etc .

army college of medical sciences has reservation for wards of serving/retired army personel under army quota and separate for other branches like navy, airforce etc which is under defence quota
So you need to fill only army quota.
as you know that cutoff changes every year depending on various factors like difficulty level of the exam questions , number of candidates appearing and the recent COVID19 crisis etc.
