I think you are asking about Delhi School of Journalism (college of Delhi University). The only Journalism course offered by the college is bachelor of journalism and master of journalism integrated course. It is a dual degree course of 5 years. The number of seats are 120 and total fees is 3.02 lakhs.

VIPS is among the top colleges of IPU and takes in a lot of students. It has both morning and evening shift. Usually classes begin around 9:00 am and may go on maximum till 3 for the morning shift. Timings may vary according to your timetable for the respective years.

Well, if Engineers can do MBA in HR and if people with MA Psychology and people from other disciplines can do MBA in HR, I don't have any reason to believe why you cannot do MBA in HR. In fact, with a background in Journalism and Mass Communications, you are in a better position to be a successful HR Practitioner. HR function needs people who are very rational and excellent communication strategist, which I believe you have been taught in BJMC.
Secondly, MBA in HR is more about managing people effectively to make them more productive, so irrespective of your chosen industry, you will be required to do. Graduation in Journalism and Mass Communication along with MBA in HR will make you a strong contender for an HR job in Media industry as well as in any industry where communication is a key driver. Go for it.

Your IPU CET 2019 rank 3345 for BJMC is not so good, there is just a single college you can get admission into through Kashmiri Migrant Quota (GNKMA) that is Madhu Bala Institute of Communication and Electronic Media

Chances of getting a good college in support spot round of counselling cannot be determined by your rank. Basically you can only get a good college in spot counselling if there are few vacant seats left. I would suggest you to freeze a seat in 3rd round of counselling. You may get Fairfield Institute of Management and Technology or Tecnia Institute of Advanced Studies.

The dates of the second and the third round of IPU CET BJMC counselling are yet to be notified by the university. Ther might be a spot round as well if there are vacant seats left. Only after that, the official date of reporting to the colleges will be released. Till then, you can keep a track of the counselling date here -

College Infrastructure is outstanding. All facilities are very good like Lab for practicals and library for reading. Classrooms are also huge and smart class is there. Technology equipped classrooms are there.
Yes,my college have very good infrastructure and have all necessary things like lecture hall(with wifi), library (open 24×7) and an auditorium with capacity of 1000 is there .Every lecture halls are having enough space.
