Blooms College of Education an affiliated college was established in the year 2003 which is located at Mandi in Himachal Pradesh, India. The institute is approved by National Council for Teacher Education-NCTE and offers two Full-time educational programmes. Located on a $500,000 and 2-acre land, the college has 239 students and 24-faculty members. Blooms College of Education, Mandi offers two primary courses: B.ED and D.EL.ED, Bachelor of Education and Diploma in Elementary Education respectively.. The two programmes are full time and take two years to complete. The required approved intake for these courses is two hundred students per year half of which is for each programme. It has done so while keeping the college focused and with a clear emphasis on preparing capable teachers and trainers.

The entry procedure for B.Ed and D.El. Ed course of Blooms College of Education are CET conducted by the respective organising authorities. For the B.Ed programme there is CET by Himachal Pradesh University Shimla and then Counselling. Only the candidates those name has been printed in the selected list as per their CET score card are only eligible for admission to the college. Likewise for the D.El.Ed programme is organised by the Himachal Pradesh Board of School Education, Dharamshala through CET followed by the counselling process.
