Hi Mohammed,
It depends on your interest and calibre , no matter what subject or course you take, in order to qualify UPSC exam you need to have a complete command over the syllabus of UPSC. But still if you have not started your graduation and has made the mind to be an IAS officer there can be no any other  so called best time to start the preparation for it then know on wards, you only need to focus on the UPSC syllabus and complete your basics along with news analysis followed by preparation for essay type questions. And for graduation you can take any of the subject which is of Arts stream, because all those students who study the subjects of social science rather then any subject of science, commerce or maths have a much beter knowledge of society and people and are also less judgemental. If you are thinking about IAS you have dedicate whole yourself for the nation and start your preparation from NOW because its not that in 2–3 month anyone crack the IAS (the toughest exam).
Start the preparation.
ALL THE BEST.
