See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
The NEET 2020 closing AIR for GMCH, Chandigarh through All India Counselling was 16444 i.e. a score of around 610 .
The cutoff of the same college through through State quota counselling for a female belonging to SC category was a score of 424 and a closing AIR of 158937. So, it seems it's not poy for you to get a seat in GMCH, Chandigarh.
As far as your second question is concerned,yes you need to participate in the All India Quota Counselling for getting admission into the colleges of other states and there are no other ways through which you can do the same .
This year too ,the cut-offs are expected to remain somewhat similar to last year's but a slight variation might be seen.

See both the colleges you have asked about are not only famous colleges but they are relied by many patients. Now as you have asked to compare it then from a point of view of medical professionalism, the most important factor while selecting a medical college is the clinical exposure. The more clinical exposure you will get, the more you will be benefitted. Now from different reviews available, UCMS is a better choice in terms of clinical exposure. It has really good inflow of patients and there are many complicated cases comming in, which can give you really good experience to the field. So I would recommend from any other perspective there are not much of a difference between the two colleges. But if you wish to go for one which gives you extra benefit then go for UCMS as it has a better clinical exposure compared to that of GMCH.

It is difficult to get Goverment Medical College and Hospital, Chandigarh for your NEET UG score, based on previous year's cut-offs i.e 637 for General Category candidates. But under UT Quota you can get seat in this College.
But cut-off changes from year to year and depends on many factors like

If you are alloted a seat in NEET PG in a government medical College of Telangana, it's pretty good and fair.
Altogether, the State currently has 5240 MBBS seats in each batch in government and private medical colleges. Among these, 1790 MBBS seats belong to the Government sector.
South India is known for its culture and advanced educational lead. Only thing if you are not from that part you have to adjust your habits and eating culture. Other than that it will be the best if you are alloted a seat in Telangana.

Among the 3 options for Government Medical College in Chandigarh, Amritsar and Patiala in my views GMCH, Chandigarh is the best option according to the fee structure, placement and education. The Government Medical College in Amritsar was established in the year of 1864 in Lahore now and it was really located in 1920 in Amritsar still the education environment and the teaching skill is not so remarkable in this Medical College. So the pastor should be in my opinion Government Medical College and hospital Chandigarh.
