The Uttar Pradesh government offers various scholarships for students. These scholarships are both central government-funded and state government-funded. A student is eligible for only one scholarship. Before applying for a scholarship, the candidate must meet the eligibility criteria. The scholarship and fee reimbursement online system of the UP government has the following steps -
Registration: An applicant has to register themselves first on the website.
Aadhar Authentication: Next comes the Aadhar authentication of the applicant
Form Submission: The applicant has to fill out the application form with complete and authentic details.
Verification from Institutions: All the details provided will be verified by the college.
Scrutiny: The documents provided will be verified and if the application is found to be true it will further be verified at the district welfare office.
Aadhar-based fund disbursement: The last and final step would be the Aadhar-based disbursement.
There is another post-matric scheme known as the SAKSHAM scheme by the UP government that allows the residents of Uttar Pradesh with an annual income of less than ₹2 Lakhs for OBC, Minority, and General category and ₹2.5 Lakhs for category SC/ST to be given an allowance monthly.

These are online Schemes and one can apply for a fresh or renewal Scholarship under any of these Schemes on the National Scholarship Portal (NSP) at scholarships.gov.in. For the MCM scholarship, the link to the Portal is also provided on the website of the Ministry of Minority Affairs, i.e. www.minorityaffairs.gov.in. In case of Renewal of Scholarship for the next academic year, the applicant has to provide a certificate that she/he has secured 50% marks in the previous year’s examination, pursued from the same institution.
Good . Classrooms are good and laboratories also . Smart Classrooms are also available . Sporting facilities like badminton , volleyball and Cricket are also available .There is a huge garden in our college . It also has a huge library with most of the required books available . It also has 2 canteens . Campus is completely neat and clean.

First of all, you have not mentioned your category so I am considering you in General Category then with 4500 rank, It's Impossible to get a seat in Hewett Polytechnic.
For the General Categories also, girls candidates rank should be near about 1500 and boys should be 1000-1200, otherwise there is no chance to get the seat in it.
As there are less seats also and it is the best college for polytechnic so, students mostly prefer it. Then, might vacant seats are also not present.
But don't lose hope, you can do well and try your best for the next attempt if you want to take a drop otherwise take any other good college with this rank.
