Unfortunately, you cannot get any NIT/ IIIT/ GFTI through this rank of yours in JEE Mains 2019. Your AIR is too high. Not only that you would not get even the North-East NITs if you do not have a Home State Quota there. 


But definitely you can try for Private Colleges through their own private counselling.

Is 14212 your AIR or SC Category Rank? If this is your AIR, then it is very astonishing you did not get NIT at this rank, when this rank can fetch you even CSE at few NITs and GFTIs.


If this is your SC Category rank, then you have low chances to get any branch at any of the leading NITs. Though you can expect to get North-East NITs, definitely not the trending branches. I'm sharing the link below through which you can check your probability of getting NITs and other branches.

CSAB conducts a special round of counselling in which students  who are eligible for JOSAA counselling can also go for this special round.This special round is conducted for vacant seats in NITs,IIITs,GFTIs.

YOU CAN PARTICIPATE.

Special round is conducted to fill the seats in NIT+ system which remain vacant after JOSAA counselling.

Candidates who have participated in JoSAA but did not get any seat or had got any seat will also be eligible for participating in the Special Rounds for NITs/IIITs/ other GFTIs (except IITs).

You should check out the official website of josaa as there only you can get the exact figure of cutoff as rest are just been predicted against marks vs cutoff
And cutoff may change depending upon the toughness of the paper so I would suggest you to check out the official website for a good rough idea

Hello dear as per your jee mains st category percentile and according to previous year cut off for all Nits the is closing at 3568 for chemical branch so according to this the cutoffs for all other branches in all nits is closing at 4000 for upcoming round the probability of you to get any nit is less because the ranking is does not very much .But you can apply for iiits or gftis or government college in ylur state or in other state.

As per the eligibility criteria for admissions in IIT and for appearing in JEE Advance, if your admission has been cancelled by the authorities in the reporting centre, you are NOT eligibile for JEE Advance next year. So, to answer your question directly, you will not be allowed to take JEE Advance next year due to your seat being cancelled by the authorities due to some reason. Check out this article for complete eligibility criteria, even though it's for 2019 criteria doesn't change for next year JEE Advance eligiblity

And to answer your other question, Yes top 20 percentile changes each year but yours will be always seen from the year you qualified the exam i.e if you qualified this year, top 20 percentile for you will always be of 2019 and for you it won't change.

The rank which you have secured is not your JEE Advanced rank. IITs provide preparatory courses for SC/ST/OBC candidates.It is a one year course to improve the intake in the B.Tech and Dual Degree Programmes.Hardly 30-40 candidates are selected from the rank list.
Based upon your rank you have to wait for the last round of JoSAA.It all depends on the availability of seats.However your chances are quite low but not totally impossible.
