Certainly if you have got a seat in IIITDM Kurnool and your family income is less than 1 lakh rupees per year then you will get full fees concession. You have to provide a income certificate for the same. However you will have to pay hostel and mess fees along with some other fees that the institute may charge for providing different facilities. These other fees are usually in the range of Rs 10,000 - Rs 20,000 per year.

I am thinking that if you are open to any college then maybe try for BIT Mesra Chemical Engineering with specialization in plastic and polymer so maybe you have some chance there otherwise I dont see any oppurtunity in any NIT of getting chemical engineering. All the best.

As you have secured  1949 rank.in the jee main paper 2 is very good .so as per your query you have very low chances to get in the nit Trichy for the b.arch course 

As the last rank cut off is of around 1550 so it will be difficult you to get seat in the nit Trichy

No money is ever refunded for the counselling that you chose. Once yy pay the amount its for the party participation in the event of the system. Money is that refunded which you submit during your college allotments and that is also not reimbursed but partially returned back.

In 2018, after Round 7-

Opening Rank- 4,524 and Closing Rank- 20,802 (Electrical)

Opening Rank- 13,080 and Closing Rank- 20,844 (Mechanical)

I think there is some confusion here. In the fourth round of JOSAA counselling on 9 July 2019 the closing rank for Mechanical Engineering for other state quota general male is 12186. So unless you ae not referring to your all india crl rank then you need to specify your category and category rank.

Well you may still have some chance in the lower NITs if you just wait for the seventh round as well. We also need to see your home state quota which is quite important.

If you do not get a seat upto the seventh round then surely participate in the special rounds and fill the newly added GFTIs as well since their cut-off have gone quite low.
