According to the information available, you can't apply for that round without domicile.
For mop round also in any state for 85% state qouta seats in government medical colleges are allotted to only those students who have domcile or have passed 11th and 12th from that particular state as per rules.

Sorry to say that the marks you have scored are very low to get a seat in government medical college, especially if you belong to general category.
But with the score you can get a seat in private medical college under management quota.

Hey ,
Your chances of getting a government medical college is very less . But you can take admission in private colleges or deemed universities as you have cleared the basic cutoff of NEET2018 . Do go for counseling once but dont be sure about your admission in government college (both mbbs and dental) .
