Based on the cutoffs of previous years, you can indeed get SVCE and SVEC with your rank.

Having said that, I will also say that the cutoffs vary every year depending on the number of candidates, their rank, the number of seats available, etc.

The cutoff of svce cse for oc candidates is expected to be within 19303-27584.

The cutoff svec cse for oc candidates is expected to be within 11960-20089.

Now this can't be assured,as cutoffs may vary as it depends on number of factors like 

1)no. Of students appeared for exam

2)difficulty level of question paper

On comparing both the colleges with various factors like established year, faculty and placement
Sri venkateshwara college of engineering, tirupati is better than Rajiv gandhi memorial college kurnool.

Sri venkateshwara college has good faculty with best placement.

My recommendation is go for sri venkateshwara college

Yes, you have chance of getting SVEC college for ECE branch. By considering previous year cutoff ranks you rank is eligible ECE seat in SVEC. The ECE branch has good scope and career opportunities in future. So, you can go for second counselling for this college. All the Best for your studies and future.

The fee details of Sree Vidyanikethan Engineering College is 4lakh in total. The fee structure is 

1st year - 101,650

2nd year - 97,800

3rd year - 97,800

4th year - 97,800

Total 395,090

This fee structure is based on previous years fee structure it might vary little bit this year. The actual fees may vary based on college management.

     Firstly, i would like to congratulate you on a decent rank in AP EAMCET 2019 and I'm here to help you regarding your query !!

     So, based on your rank in the qualifying examination you have the chances of getting admission into some branches which doesn't come under core department. You can get admission in Civil engineering as the closing rank last year eas around 68500 and also in mechanical engineering for which the closing rank was around 1,10,000 and also in Instrumentation technology. Do attend the counselling sessions without fail and then choose the best branch among these and you will have chances of getting admission in core branches as well if you come under reserved category. Stay motivated !!

With your score it is hard for you to get CSE/ECE in SVEC, considering the previous trends. Also considering the previous trends CSE has a high cutoff where as ECE is close by to the rank you achieved.
