SO with regard to your query, NO it is not possible for you to apply for the BITSAT for Phase 2 alone. You should apply for Phase 1 or both of these sessions. There is no such option provided to select only the Phase 2 option. The official site does not provide any such thing.

you can crack VITEE and BITSAT with proper time management and proper planning. if you pay focus on 11th and 12th standard syllabus then you can easily clear these competitive exams. The syllabus of these competitive exam is low than JEE mains exam so its easy to prepare.

Considering the cut off you do not have chances to get seat in BITS, Hyderabad. You need to score minimum 240 marks or above to have decent chances of getting seat. BITSAT (BITS Admission Test) is a national level entrance test for taking admission in colleges offered by Birla Institutes.
The minimum eligibility criteria is to have Physics Chemistry and Mathematics in class 12th with English as language subject is preferred.
It is a private institutions examination and there is no role of government in exam dates and time decisions.
Engineering, Agriculture and Pharmacy Common Entrance Test (EAPCET) is also an entrance test conducted every year in state level of Andhra Pradesh. It is a government exam but if private and government dates are clashing, there you need to choose one as both are independent bodies.
They take decisions independent of each other. So, it's participating students responsibility to raise the issue in each of that to overcome the problem of date clashing.
Else, you need to choose one. However, in certain cases, either of the exam get postponed, however priority is given to government exam.

BITSAT administered by BITS Pilani enabled nominees to specify their choice of BITSAT exam centre 2022 while writing the BITS admission form. After the exam centres are chosen, nominees will next have to select a slot for the chosen exam centre for ensuing the BITSAT 2022. The councils will administer this exam for B.Tech admission.
