See when you do finish the offline procedure of paying fees and getting docs verified and are going to prep the list for the colleges you want, start from the best college that is out there to offer. Then slowly move down. See there's no harm in trying for a better college who knows you may get it. You can choose any number of colleges but the one who's cutoff you'd have cleared, only that will be given to you.

The authorities conducted West Bengal University of Technology Post Graduate Entrance Test (WBUT PGET) 2019 for admissions into M.Tech./ M.E. programmes offered by the institute .WBUT PGET was conducted in offline mode. For the qualified candidates, the counselling will be conducted in offline mode and further admission procedure will be followed.

As per previous years data college rank for obc ( cream layer ) students , round 3 was : 610 for cs and for it 1176
Also for non creamy layer CS rank was 784 , IT 3519 , SO you have 100% chance to get admissions , go ahead so it may be possible that you would be able to get an admission over there. So bst of luck and thanx.
There are several government colleges that accept mtech applicants and since you have such a good rank of 59 i think you shouldn't worry about if you will get a government college rather choose which college you want because almost all colleges are open to you.

It will be dufficult to get in good government colleges but you can try in private colleges which are of very good standards, the colleges you can try are :

These private colleges offer mtech courses in affordable prices and good placement history .
Hello Asish. You have secured a good rank. Your chances of getting a government college for Mtechi in Mechanical is good but you'll have to wait for later counselling as the 1st round seats usually close at around 400. But there are chances that you may not get the best colleges.
