I hope you are talking about the Pg exam . Yes definitely you can apply for the pg exam which is guy going to held in July.  And in any case the course starts late as there are so many things after giving exam like results, and counseling. So don't worry do give exam.  I hope this was helpful

in relief  to medical students waiting to pursue PG courses, the union health ministry  has proposed  to do  away with NEET pg and intead the final mbbs exam would be enough for admission to MD and MS programmes.So, AIIMS and JIPMER will conduct the UG exam but pg exam is still a point of question.

Aiims and neet can't be merged either for ug Or for pg courses. 

And in case of aiims and jipmer they can be merged in upcoming years because there are only two colleges of jipmer and they would like to merge with aiims. As a profit.

The AIIMS test Cut off varies according to the Category, Difficulty level of the test, the topper score or rank and the requirement of Medical college. I think you must apply for the Open Counseling program as you said above that one must not miss the dates.

Last rank included in MD/ MS courses (July session) for UR category was 2370 ans For MD/MD Courses (January Session) it was 1853.So if your rank lies near to it than you have fair chnace of getting the admission as there is resevation facilities too and the number of seats are not much too.

The qualifying criteria for AIIMS PG is 50 percentile for all the categories whether reserved or unreserved , and you have percentile less than 50 , it means that you did not qualify the exam. The offer letter you got is also saying that you have not been alloted any seat , it is to inform you about the status of your allotment , since you have not qualified the exam , you are not eligible to get a seat in any round.
