It has been announced that all those who are going to write AP LAWCET must score 35% of the marks i.e, 42 out of 120 to be eligible. But, for the scheduled castes and schedules tribes, there is no cut off, which means they will be eligible even if they don't score that qualifying marks. So, yes, you are most probably eligible.

As you will be knowing that the law entrance exam is conducted by Sri Krishnadevaraya University, Anantapur on behalf of Andhra Pradesh State Council of Higher Education (APSCHE) to shortlist aspirants for admission in three year and five law programmes offered in colleges in the state of Andhra Pradesh.
APLAWCET counselling is held after results for the law entrance exam are announced.
And as part of APLAWCET counselling you need to appear for document verification and thereafter select their preferred college. You need to appear for APLAWCET counselling rank-wise.

As per my knowledge and experience , i think seat allotment in AP LAWCET will be done on the basis of student's rank, category and preferences filled during the counselling. The counselling is done on the merit cum preference basis, which means students with better rank will be allotted college of their choice first. And its too hard for me to predict whether you would get college in guntur.

The qualifying marks for getting into colleges accepting AP LAW CET score is 42 so you are qualified to get a seat in Open Category.
As per the previous year cutoff trends, the cutoff rank for a Male candidate for the LLB Course was 1452 and for a Female candidate, it was 3948. As it seems, if you're a female candidate you have a very good chance to get into JC College of Law, Guntur but if you're a male candidate, the chances are very slim as the cutoffs over the years don't differ much although they do change.
You can keep looking for other institutes just to keep your options open.
