As per your rank it's quite difficult for you to get admission in AEC, however there is some chances for you.
Also, you can try for other colleges like JEC.

As per your rank you do have chances for getting admission in one of the govt college under CEE Assam.
But, of course you won't be able to make it to the top institute like AEC,JEC.

From which sites we will get the notification of 2nd round of counseling? Is it from this site?

thanks for asking your query ,if you have registered for the first round of counselling then you will be notified for the 2nd round of counselling automatically but if you get seat in 1st round itself then notification Of 2nd round will not be given unless you leave the seat of 1st round.

Sorry to disappoint you that your marks are not enough to get Admission into government colleges but dont loose hope either you can drop one year or take admission in any private College

As u have a rank of 4153 in CEE 2019 and you belong to ST(P) Category. Your rank is high for first round of counselling but yes you can participate in the second round of counselling provided that there are vacant seats left after the first round of counselling. If seats are vacant, you have a good chance

In order to be a part of counselling process, candidates will have to first pay the counseling fee of Rs. 700 as requisite. The counseling is conducted in offline mode.

See they will take your marksheet and other documents or certificates for verification, but they will not keep your documents with they will just keep a copy with them and will return the original marksheet to you. The 2nd round counselling process will be conducted from July 2 to 4, 2019 in offline mode at the Assam Engineering Institute, Chandmari, Guwahati.
