For general category, you should have scored more than 50 percentile in NEET to be eligible for getting seats.
With your score, getting a government College for bds is difficult, although there are chances for you to get government colleges for Physiotherapy course.
You can get a private college for both bds and physiotherapy, it depends on the state you're in.
Private Medical Colleges do not participate in All India Counselling and the seats are filled through State Counselling alone.

As per your query.. No!! You can not use you NEET 2019 scorecard to get admission in BDS in 2022. At the time of registration for counselling it will be required to fill you roll number and application number of NEET 2022, if you try to enter your NEET 2019 scorecard details it will not be able to fetch details and show you an error.
According to the officials of the Ministry NEET score card valid only for one year but for now it have been valid for three years for abroad student and it has been said that "This is being done to help students who might be living outside India and are willing to come back after becoming doctor"

As per your query..you did not mention you category if you are general candidate then from 250 marks and by analysing previous year cutoffs there are very low chances for government BDS seat, your score should be in between 450-550 for OBC candidate to secure Govt BDS seat, you can try next year or you can take part in state level counselling for private seat for BDS course. you can get BDS seat in private or deemed universities from 250 marks in NEET 2022.
if you belongs to EWS or OBC or SC Category still there is low chance for Govt BDS seat For ST category you can try in all India and state counselling counselling.
