i was not alloted bds seat In any phases but now I got allotment in additional mopup round i didnot download the allotment order should I need to pay any penalty?

Both the courses you have mentioned are really good. I would say if you wish to go for any of the course then you need to have some perspective regarding it.
If you want to be a clinical practioner like MBBS doctor but only for dental illness, you can become a surgeon and perform operations in dentistry, you can prescribe medicine then going for the course of BDS will give you this exposures.
Now if you want to develop medicines from plants and want to be involved more in research or in production houses of ayurvedic medicines then going for the course of BAMS can be a great option for you. BAMS don't provide you exposure to being a surgeon and it don't have that much of a scope for private clinics.

Since your marks are not matching the above eligibility criteria for NEET, you are not eligible for BDS course

Now stray vacancies of MCC is going on for the BDS, If I selected the colleges and alloted to me, and if not reported, then will the security deposite refunded to me? If I took admission in BDS but later on if I want to join MBBS then documents and security deposite will be refunded to me?

According to the brochure issued by NTA, the security amount fee will be forfeited if the candidate who has been allotted a seat in the first or second round and the candidate does not join the respective institution. Also, the security fee will be forfeited in case the candidate gives wrong information at the time of registration on the basis of which a seat may be allotted and later canceled by the Admission Authorities at the time of reporting.
Also, if you wish to take admission into MBBS later, you will have to pay a penalty amount decided by the college and will get back the documents safely. However, since the MBBS stray round is over, you will have to try in NEET 2022 to get an MBBS seat.

See if you have confirmed your admission in BDS course from NEET 2021 score than you cannot appear for NEET UG 2022 counselling until and unless you withdraw your admission from the BDS course in which you are currently enrolled.
Because as per the norms setup by MCC and DGHS, if any candidate gets allotted any seat and he/she confirms the admission on it then he/she will not be allowed to participate in any of the further round of counselling either of that year or for next year until/unless the admission is withdrawn.
